For what it's worth this is what I see. The license has been delayed, for whatever reason. I believe the delay is caused by HC and not the town of Lakeshore. When the delay is over and the license is granted the company will begin to grow, it is their opinion they have the legal right to do that. The first of any lawsuits filed would have to be filed by the town of lakeshore to stop the grow operation. Likely this would not be a good idea and I would not expect them to do this.

The lawsuit that Bill spoke of in the letter to the council would be concerning Billings 3 through 6. This site was secured by the company with future plans of a large grow complex. Changing zoning now to industrial would complicate those plans. In time I believe all these problems will be worked out. The price per share may suffer some here in the near-term, but long term this is a winner.
