I am fairly confident Cen will have to be there. The council already screwed that up once, or more. I doubt, with the warning from FITX they want to do that again.
How all that comes out will determine if it needs to go to Windsor or the Agg Minister. We will not be in court unless it is for an individual or individuals on the Council and then it may be a civil action.
