Nope, not a big possibility. You're really pressing....why don't you take the PR at face value. Site 1 is fine....you can't give permits to build, say zoning is correct, allow the build out to he completed, then say....oh hey, we're changing the zoning. This is true in Canada and the US. There are laws that protect peoples rights in this matter.
