legally you are correct. it was all for show, they don't need the council/town for anything.

but....

the town clearly does not understand that. and will fight for the right to have power in this situation. hence there will be a legal battle... in which the town will lose obviously... but this could drag on the process for months.. maybe longer.

i dont like this at all.
