You would have to ask that question of the board. If I could find the value added definition in the towns bylaws, why could they not? Again you keep putting zoning and building in the same sentence - buildings are not subject to approved activities. And what $20 million dollars$ Show me the costs to date which have come to $20 million, or $12 or $16 million all of which have been quoted.
Bill kept insisting zoning was not an issue, even after the members of council and the mayor said there was an issue. Only Bill can answer why he kept maintaining that stance.
Value added does not only include processing in its defintion on the towns regulations, but packaging. Could they not see that?
Look I am sorry some are going to lose some money here if this situation is not resolved. Retail investors pay the price always. There is still the appeals period here and the County can overturn the decision the town made last night.
