I think the town did what they did in response to the opposition from the property owners adjacent to CEN's facility. They made medical marijuana zoning industrial because that's what the hired attorney wanted. I believe site #1 will stay where it is and CB will be issued a license to produce on that property. The owners of the adjacent land will say "Hey, we wanted this building out of here!" and Lakeshore will reply " Oh that, you'll have to take that up with Health Canada".
