He is the thing... You get plans for a building approved by town zoning commission...you then build the building under the approved specs...you then get an approved CO... Then residents don't like the building that was approved....well under the laws of NY... The town can't go back and say oops on what I approved And tell you can't used he building... Does it work differently in Canada...
