All the new zoning amendments are doing is paralleling the federal MMPR (only approved growers) bringing the new zoning amendments into line with the federal requirements. The current regulations will not prevent a new company from coming in, notifying the town of their intent to apply for a marijuana medical license, and they will be allowed to build out to meet the MMPR. This is not a process to create a one trick pony in town. Competition would be allowed in if they follow the MMPR and meet federal and local zoning. If they pass these amendments on November 4th and CEN does not have their license, you are saying they will not be allowed, because they do not have a license. So by your statement, if CEN is not licensed by November 4th, it is game over.
