yes, when the message has no validity. Matt continues throughout the article to say Bill sold. THE ONLY WAY TO PROVE THAT would be to hear that from Bill since there is NO documentation. BTW, Bill also has non-restricted shares and again we could not track that, BUT you do not need a 144 for UNRESTICTED SHARES shares. 144 is for Restricted shares.
Also 144 for is for intent even though Matt says it documents he sold. Even if there was a 144 it does not prove anyone sold.
