Alan I agree that the company could eliminate shorts by moving to a higher exchange or announce a buy back of shares or let one or more of the insiders buy shares on the open market etc, etc.
You then say that the shareholders can not do it without the company and this is where we disagree.
It would be a lot easier if the company did it's part but for the sake of argument let's say they are not able or are unwilling to do any of the things you describe.

If I buy a small lot of TelVue shorty is presented with a problem. Does he short it or are there shares available to give them to the buyer. Each buy no matter how large or small puts a hurting on shorty. Each share that a long holds will one day come back to bite shorty. If enough shareholders get in the game and enough shares are picked up and held the shareholders of TelVue can do this on their own. It may take me awhile but even if I must do it by myself I will do it.

Any shares you buy and hold puts a real hurting on shorty

Holding TelVue shares has made it the billion dollar bomb shell it is.

There is no limit to the loss of someone has been caught in a short squeeze.
