My take is that HC informed the Town of Lakeshore last week That CEN will be receiving their license. In addition, the Town most likely looked into the legal aspect and found that they do not have a leg to stand on. That is why the amendments are written the way they are.

In addition, the town had to compile a list of infrastructure needs for the province and realized they are completely fucked!! The need 26 mill CA dollars. Now, think about like this.
You realize you need 100k to fix up your business
You turn down an opportunity to raise 50k
You now go to the bank to get a loan
They ask you what your doing to raise capital
You say "well I had the opportunity to raise 50k but I passed..."
What do you think the bank will say?
Towns and People who get the most help are the ones who help themselves.
The more tax revenue the town can bring in for the province the more likely they are to receive money from the Province in the future!!
