That is exactly why the council is so worried...this is about trust...not about MMJ...the council recognizes that Cen can run circles around them and hence have full control in a situation that has the potential to pose high risk to everyone.

They would not have any concerns if they knew they could trust Bill with their well-being in terms of MMJ...Bill is creating something that they are concerned they will not be able to control... that if anything does go wrong, Bill and his team will be able to lawyer up and the town will be powerless to stop them...

Bill just needs to, in my opinion, reassure them that he will be upfront with them and work with them, that he won't do anything that will cause harm intentionally or recklessly to the towns people. He needs to demonstrate that that is who he is by every decision he makes...
