How would anyone know the  Belize BPD so early in

How would anyone know the  Belize BPD so early in the stages of development?  Wouldn't the pump jacks need to be installed, etc before a BPD could be determined.  Mike said a lot of things over a period of time but as much exuberance has he could offer and technicals about the company;  the PPS is still at all  time lows.   The only message from Mike that I still wait to see has any credibility was him telling me "4th quarter or 1st quarter of 2013 will be the true turn around for Treaty".  Obviously that timeline has yet to pass.  Other than that I'm not sure what TECO has been so "giddy" over as described to me by Mike.  My assumption and  impression is that witnessing the ongoing TECO story from the inside out has been quite a bit different than witnessing the TECO story from the outside in due to a lot of fiction.
