I can't decide who was worst, the neighbor interv

I can't decide who was worst, the neighbor interviewed or the Mayor. I kind of feel sorry that the poor guy who lived in the area and didn't realize what was taking place in his own backyard. The Mayor on the other hand comes across as a sleazy politician. Either he is totally incompetent or corrupt. How could the Mayor be confused about the building site? He posed for a picture with Bill and team. HC requires that a building be in place before on applies for a license. So what were they to do, roll the building in on wheels for the inspection and then roll it some place else after. None of this makes sense to me. Just my 2 cents
