I have limited experience with building permits, but normally the land owner or the contractor has their name on the permit, not the tenant.

If we all know that the land is being leased, why do you continue to make such a big deal that CEN was not on the permit when there is no reason for them to be on the permit considering they are neither the contractor nor the land owner?
