I'm used to this as I work in San Francisco. This is nothing. When the City smells money in SF, watch out … They come up with crazy committees and new rules and regulations that blow your mind.
They probably had all the fees and permits worked out and they saw how people are throwing money around for permits and said, "Woo Nellie".
Not beyond belief.
