Job Desc:
Position Description
Is responsible to the Chief Maintenance Inspector for direct oversight of workmanship, materials used and methods employed by Maintenance operations. The duties will include reviewing AD’s, audit programs, and Technical Publications Department.

Command Relationship
The Manager Quality Assurance reports to the Chief Maintenance Inspector.
Responsibilities
Have full understanding of all aspects of 14 CFR, to include, 21, 23, 25, 43, 45, 47, 65, 91, 121. Direct the supervision of Inspectors.
Assist in the establishment of departmental work standards, qualifications, procedures, and authorizations. 119.65(d)(2)(i)
Ensure timely submission of Service Difficulty Reports (SDRs), using information supplied through operational data as per 121.703 and 121.705.
Administer an adequate training program for maintenance, inspection, and receiving personnel.

Oversee the Technical Publications Department to ensure maintenance technical manuals and company generated manuals required by are current and available for performing work or inspections on company aircraft. Administer a system for the continuing analysis and surveillance of the performance and effectiveness of the overall maintenance program and correction of any deficiency in that program.
Ensure audits of all contractors, aircraft records, maintenance activities, vendors and company facilities and records are conducted to ensure compliance to FAA regulations and company policy.
Administer procedures for aircraft acquisition.
Attend meetings for Continuing Analysis and Surveillance System (CASS). CFR 119.65(d)(2)(iii),
119.65(d)(3). Acts as liaison with outside sources to secure and schedule training.
Coordinates with Maintenance and Quality Assurance Sections to establish and identify, schedule, and evaluate training.
Audit maintenance in the Baltia Maintenance Information System (BMIS) for AD and SB compliance, checks, E.O.s, etc.
Perform Quarterly 100% Audits of Repetitive ADs for accuracy. Assist with maintenance of MOM training as necessary.
Conduct Technical Qualification of A check and C check contract agencies through on-site inspection.
Participate in the Station startup process by conducting technical audits of on-call maintenance providers.
Conduct oversight of contract maintenance during A checks, C checks and bridging modifications. Ensures compliance with current MOM requirements.
Provides supervision of Baltia Air Lines Quality Assurance and Materials Department personnel during A
check and C check verifying data entries of aircraft records and maintenance activities.
Responsible for reporting SAl irregularities or making suggestions to avoid a potential problem as referenced in the Interface Process Measurement System (IPMS). See Documentation Chapter for details.
Ensures that any forms that require immediate disposition (i.e FAA Form 337, Weight & Balance Change
Form, etc.) are forwarded to the Chief Maintenance Inspector
Administer programs that enable the company to maintain acceptable standards for safety, maintenance, overhaul, and repair of company aircraft, aircraft engines and components.
Act as Chief Maintenance Inspector during his absence and performs other duties as assigned by the
Chief Mamtenance Inspector or higher authority.
Requirements:
Qualifications:
Hold a mechanic certificate with both airframe and power-plant ratings, and have held these ratings for at least 3 years.
3 to 5 years 121 part maintenance experience
2 years wide-body aircraft maintenance experience Boeing 747 perferred
Have at least 1 year of experience in a supervisory capacity maintaining the same category and class of aircraft as the certificate holder uses.
