I received my certificate at the end of May; a peer of mine received his certificate just before Labor Day weekend. Neither of us had contacted PVEI prior to receipt.
In a related matter: I had previously noted the following response purportedly from Milan to someone on the other message board with regard to certificate delivery:
"First my apologies for the extreme lateness in responding to your emails. No excuse on my part, I've just been trying to catch up as PVEC has gone through its management changes.
While I am not certain for sure when you will get your certificates out, our goal is to have all of them out by September 15, 2014.
We will make an announcement once we have distributed all of the certificates so please let us know at that time if you have not received yours then. All of the certificates will have the same distribution date so the date you actually receive your certificates will not have a legal relevance, though we understand you want the piece of mind of finally getting possession of the physical certificate.
Finally, we thank you for being a shareholder in PVEC and for your faith in the company and management. We believe good things are on the horizon for the Company.

While it appears to follow the same tone as emails I've received from Milan in the past, I can't say with 100% certainty that it is truly from him. The aforementioned poster published this on August 26th.
