At 1:29 Mayor Tom Bain thanks the Lakeshore Town Council "for working so hard to get through the red tape".
Since I don't have privy to the Health Canada application I will venture a probable scenario based on what we have in evidence.
CEN Bio applied for a building permit for their # Site with full disclosure that it was an mj grow facility. Lakeshore had no existing bylaws pertaining to an mj producer. They granted the permit under existing bylaws. Since we DO know that HC requires an applicant to inform the local governing municipality of their intent we can assume there is a sign off in the HC application by the Town of Lakeshore. We won't know this until a PR announces the license and beginning of production.
Post construction: Town of Lakeshore decides that they had better adopt zoning bylaws specific to mj and hemp production sites to address all concerns for the Town of Lakeshore and all its citizens.
