I don't understand why these issues were not addre

I don't understand why these issues were not addressed before the build. This doesn't make sense to me. If the local yokels up there had concerns why now when we are close to the license. If this is a fact, then the local people must really have low IQS. It's not like Cen was building a barn. Something is wrong with this picture in my opinion.
