The zoning amendment bylaws were not brought to a vote. What you saw on the Agenda was what was discussed regarding the issue on July 15th but was not on the Agenda for voting. It is, in the words of Tom Bain, Mayor of Lakeshore, going to take some time for the final studies, the drafting of bylaws, information session for residents and then the vote. The process is shortened as the OMB does not have to sign off on the zoning amendments, only the county of Essex. Any applicant who will be required to file a site specific zoning amendment application will see the process kick into gear where they will have to file a public notice for two weeks, with the whole process taking upwards of 90 days including the twenty day appeals period regardless of how the town votes. The OMB has the final approval and any appeal will be heard with certain restrictions qualifying the party making the appeal. I doubt very much we will see any town approval prior to Christmas of this year.
A number of measures were heard and approved but if you noticed they were for second, third, or more readings and it was simply a matter of by-laws being read into approval. I heard four or five of them towards the end.
