To hear where Bill C. said that after pre-license inspection, that they can start growing, go to the link below. It is the video from Weedstock, and will take you automatically to part 2. Then fast forward to 11:38 and you will hear him speak to that specifically.
For those who haven't heard it at all, or just partially, I recommend you listen to part 1 and 2 completely. A lot is discussed and clears up a lot of things of which I hear questions framed around.
