Not being all that familiar with the Pacer updates

Not being all that familiar with the Pacer updates it seems a bit confusing to me. My read is the final settlement will not occur until 9/25/2014. I am anticipating no substantive responses will be submitted and 9/25/2014 will be the final ruling.
Anybody disagree?
