Do investors not believe the former CEO's finance

Do investors not believe the former CEO's finance group being capable of raising the funds to buy the company? Seems like they are still selling even though a buyout at $3.75 would be a great ROI from the current pps. What more do you know about this? This is interesting, I will have to keep it on watch.
