I was once told that a company's market cap should

I was once told that a company's market cap should be 20 x revenues. So if Teco has revs of 3 mil for the year that would cap the company at 60 mil which gives us a pps of 6 cents. Maybe potential could take it higher. Any thoughts on this and what makes a market cap?
