Yes, it could and sometimes, more often than not does. But, A lot of times, before a company will issue restricted shares , certain rules are placed which in effect, further restrict the shares from being, 'dumped', into the market all at once, thereby killing the company. That is the case here and BC has already said that, I believe at Weedstock Conf. Also, there are tax implications associated with restricted shares. See link below.
I personally think we, shareholders , have been protected against massive dumps in the structure of the restricted holdings, and it shows in the pps not dropping like an egg and splattering.
Restricted shares will continually come off for a very long time, but, IMO, not in such a was as to destroy this company. I hope this helps. Been very busy getting ready for winter, will come back later.
