shorters were getting burned so they called otc and told otc the co was running a large newsletter promotion.
so otc slapped the dreaded ce on the stock.
there was no newsletter promo or promo of any type other than the PR then nor afterwards.

since they are a for profit co getting ca now 50% of their revenue from these co's filings, they have no motive to do anymore investigation than that
there never was any promo at that time nor afterwards yet the ce remains years later due to more manipulation by forces hostile to these pennies
then brokers take advantage of the ce to restrict the stock -greenlighted by agencies -in violation of their constitutional mandate- to destroy these pennies due to a high level politician who decided business was evil and had to be stopped -personally saw the sympathetic tv doc-and thus ordered agencies ca fall of 2009 -who greenlighted non agencies like otc and brokers to do their thing w impunity -so brokers then prohibit buying while shorting our stock in margin accounts in blatant violation of their fiduciary duty and w shorters help push pps to .0001
