OTC, research outcomes under the NIDA solicitation could eventually be used by the feds to establish national MMJ quality standards that state-level producers would have to meet. More immediately, however - given the status of the NIDA - I suspect that the real purpose of the solicitation is to provide the feds with an official, scientific basis for re-classification of MJ under the Controlled Substances Act.
