Yeah , Can't imagine how frustrated they are watching this PPS rise up for weeks in a row and can't buy in. 1-2% sub penny stocks go on an upward trend like INCC has . With so much NEWS about to be unleashed too. I am saying .10 by November. IMO

The document has been submitted to the CO SOS indicating that the new AS will be 2 Billion shares; effective on Sep 1, 2014. That date is tentative, but I suspect that it won’t change of they retire the 3 Billion shares. They can change the date if need be at their own discretion. I’m sure they have been in contact with FINRA so I’m guessing that such is the date too that they anticipate such to be approved too by FINRA at the latest. As for any approval from the CO SOS, the approval is basically a formality to indicate the official amount of what the AS is to be as not any of the SOS' within the US have any jurisdiction to dictate the amount of an AS to be for a company... they are told what the amount of the AS is to be. This is why you always see such to be approved by any company regardless of the amount being requested. I hope this helps.

Jives, I think that there is a misunderstanding regarding what A/S will be once the company retires the 3 billion shares that they previously announced. When the company retires the 3 billion shares, then the company will have a little over 4 billion A/S and according to the records they have the majority of those as outstanding shares. Now they are adding 2 billion extra shares to the A/S which accoridng to the brief description will be for voting rights and maybe to assign them to some potential investors privately. I don't see how this company will reduce the A/S to 2 billion, we need to know who will be giving up the over 2 billion extra that are part of the outstanding first, this will make the company show it is making the right moves with legitimacy rather than speculations and old pr's imo.
