Well Fudude is a "trader" and not associated with the core and has gotten 2 firm responses from Bob. You do not have to be a member of the core to get a returned call from Bob.

So in reiteration Fudude is on his own island and gets 2 responses you obviously are not connecting and I could think of a few reasons but it would be only speculating.
