What you're saying is absolute BS. Engineering firms do what they are hired to do. If a customer goes to an engineering firm and asks them to do a report based on assumptions, that firm doesn't say, "Wait, we understand the scope of what you're asking but we want to check EVERYTHING regardless of how much the additional research costs you!" An engineering firm like that would quickly find themselves replaced by another engineering firm.
