At that time, if an organisation or individual has oversold without covering, they have to buy in the market at the prevailing price that people are willing to sell to them.
For those who say that all shorts have to be covered, I've heard that on certain exchanges, shorts do not have to be covered, even though they are trading in US securities. One such exchange I've read, was the German exchange. This was discussed on the PVEC board at length when the same kind of price manipulation brought the share price down from 1.4cents back to tripple zeros. Admittedly, the CEO there was also issuing shares to pay bills like his personal ATM. Why borrow money when you've got your own printing press!
Also there are off shore accounts as well. CCTC was also shorted from an offshore account by two of its own directors. It's clear a hedge fund has been behind this all along. My guess is NITE or was it that Canadian hedge fund Earnest has been linked with, that has been shorting through off shore accounts.
