In Canada we have what everyone refers to as "SIN" taxes. Those are taxes on alcohol, tobacco and even gas. That's why all those items cost more in Canada.
Taxation is an absolute right under the Constitution Act so there would be no similar issues in Canada. As in the US increased revenue and savings in enforcement are the driving forces in legalization.
Just so people know there is an election in Canada in 2015. The Liberals (leading in the polls) will legalize, the Conservatives are introducing legislation in the next couple weeks to decriminalize. It would mean public possession would lead to a ticket and fine (not a criminal sanction) and the NDP would also decriminalize.
Canada at the moment has defacto criminalization. People sit on the Vancouver Courthouse steps and smoke a joint. The police will not bother you unless you are creating a scene.
