2 words - Things change. This is new technology - the company cannot plan for things they have no experience with or can research. I suspect that the RKT contract changed how they were going to proceed. It appears that in order to process ragger tail and other bulk plastic at RKT sites they had to modify the processor - the clean out process had to be addressed - the pre-melt had to be added etc etc etc etc.
