I might have to slightly disagree with you. The State approval could come any moment too as I believe that approvals for both were already submitted from my understanding. Both are important and now I am very confident that INCC either has state approval for their Colorado Marijuana License or they will be getting it very soon since just obtaining their county approval. This article below leads one to think that state approval comes before obtaining county approval so there is a very good chance that INCC already has state approval:

Also from my understanding, the Marijuana License Approval by Chaffee County, Colorado that INCC just received is more important to note because the County will dictate to the State as for having operational jurisdiction control over the companies… not the State. After doing a little research on the issue, usually the grow operation will receive its license from the state, conditional on local/county approval. The grow operation is considered to be in good standing with the state as it meets the county’s requirements. Since INCC has obtain Marijuana License approval by Chaffee County (through one of its new Directors), this confirms that it is in good standing with the state since it is in good standing with the county.
This is why the County approval for their MJ License is so important. This is like putting the cart before the horse, but in a very good way this time.
