They are most likely going over the data collected about the Flagship with a fine toothed comb. If they decide that there is enough potential to warrant moving forward they will recommend what is required to make the machine commercially viable, corporate assurances that this has already been done notwithstanding.
But for existing shareholders a real possibly of tremendous dilution of the value of their shares is likely. It will be heralded as a good thing to move the company forward. That may be right, but early investors will be screwed.

Lesson learned. Never invest early in unproven technology unless you're willing to trade the pump.
There might be a good time to invest, but it isn't now. It is more likely that time will never come.
