Wonder if they allowed the sell but would not have

Wonder if they allowed the sell but would not have permitted the buy. I say this because scottrade told me if I had purchased phot before the sec sanction, I could have sold it. I am thinking of giving up on phot and finding similar nasdaq listed equities. Thanks for your reply!
