Depends who they use and what kind of filings. If its a certified filing by a certified CPA going to the SEC as part of them becoming a full reporting company. It can be expensive
Otherwise, heck they can just write most of the filings in house if they're not considered audited
.. 8K's are just glorified PR's

Yes indeed, as far as I'm concerned they mislead people with the PR's .. clear and simple they tried to give the impression it was a real gaming company like casino gaming .. just to dump BILLIONS of shares
And, some jumped on the misleading PR's and declared .. GNCC is buying a land based gaming company "Casino style"
