Because the company says they get free waste plastic from Crayola?? Processor #3 supposedly can process 40 tons per day. Crayola uses less than 70 tons of material per day for crayons worldwide and I'm guessing markers are about the same. To top it off, someone sent an e-mail to Crayola and Crayola said their relationship with PTOI has ended.
If Crayola, or anyone else, produced significant amounts of uniform plastic, they could sell it on the scrap market and get around $800/ton vs. giving it away for free.
I can tell you that Crayola markers have a very large cotton wick in the center for the ink and that cotton will break down with the plastic. For that reason I can guarantee that PTOI didn't pyrolyze those markers into diesel.
If you have some other reason to believe PTOI can get any non-trivial amounts of the hydrocarbon-only plastics they need for below market value, I would love to hear that reason.
