i don't know who's doing it. could easily be mm's controlling the stock. that want to defend the spread (their money-making territory). it is best for them that they keep healthy profit margins. marking those boundaries (by hitting people with trading fees and dotting charts with price levels) is an effective way to manage this objective.
it might take ntek 2-3yrs or more to get on an exchange. but when they do (it's my opinion ntek has the right ingredients), those remaining invested will be laughing heartily at all the garbage that ntek was able to withstand to get there. this is a rare stock in an otc wasteland
