Correct me if im wrong but the max they can dilute

Correct me if im wrong but the max they can dilute without breaking any promises is about 20% until the 700 mil are locked correct? Then Margrit would break her promise IF she increased O/S, but I highly doubt that will happen. With that said 20% more dilution isnt much considering how much growth the company will experience...
