Good comment. but let me add... "I want process

"I want processors to be sold, but first I want to see evidence that there is a commercially viable processor to be sold. "
That is the whole point of a Front-loaded (FEL) engineering process. Engineering is performed in successive stages with greater accuracy until they have a fully-designed system. There is no trial and error.
Profitability will be known early on and at ay stage, if it will not be profitable, the process halts.
This was not done with JBI. SAIC could have told them it would not be profitable from the get-go.
And this:
"At this point I can only surmise that the performance of the Flagship wasn't achieving results that were commercially viable. The money to fix it couldn't be found because it would be throwing more money down the money pit"
Fixing processor #3 will not make it profitable. Nothing will, if it has not been profitable to date. Equipment like condensers can be ordered good to something like -50C. There is no guesswork. What makes it profitable is the overall process flow and model. That is early design stuff that is not reliant on specific equipment choices.
