cool, thanks again for the analysis.  You commented on "non marginable security" accounts in the context of moving money in order to buy TECO.  I have an Etrade margin account.  I'm not sure if this is what your implying but since I opened the margin account my "Quick Transfers" from checking or savings and into my brokerage account are credited immediately i.e. within seconds.  Then I simply buy whatever penny stock I want on margin.  No waiting for funds to clear.
