It works when someone like Mr. Bordynuik comes along, buys controlling interest in a shell stock and then claims he has a technology which can turn waste plastic into diesel (or other story). Leveraging that fake story, he then convinces PIPE investors to buy stock and put money into the company. As controlling shareholder, Mr. Bordynuik then pays himself, 'til his heart's content, out of those invested funds. Nobody except Mr. Bordynuik knows how much out of that $60M of investors' money went into his pockets but just available information shows it was substantial.
Even if it was easy to short JBI, and even if these supposed "short and distort" people were literary wizards able to convince everyone to sell without any facts whatsoever, how much could they possibly make on the short side?? It's a number which pales in comparison to the amount Mr. Bordynuik raked in from investors for his personal account.
