Honestly, no-one knows what will happen with the debt negotiations.
My personal expectation is that the temporary tax cuts expire, the Democrats propose lowering taxes on earners under $250k, the Republicans agree and blame the Democrats and the Democrats blame Bush.
None of this has any impact on BCAP.
