The Form 10 is real, complete and submitted just as the company stated it was.
..If that much is true then the Form 10 will absolutely become active at that 60 day mark. There's no such thing as a 62 or 90 day clock. I understand that it's very unusual for it not being publicly viewable right after it's been submitted. Keep in mind that isn't a choice the company has the ability to make. Something like could only be made by those it was submitted to. That procedural standard would/could in no way trump the hardline rule that it becomes active 60 days after it's submission. Keeping it unseen would be totally up to them and technically wouldn't change a single thing as far as the process goes. Even if it were viewable that first day it would still go active on day 60 and not a single day sooner.
Anyone telling you differently either doesn't know or wants you to see things the way they want you to!
