I DO NOT buy this, there are too many things going on at the facility. There are too many other indicators saying the license is coming soon
I think the item pasted below has some validity:

James West: So then is it safe to say that a ‘ready to built’ letter is a pre-requisite, is a signal that you are in a sort of ‘poll position’ to get one of the commercial growing licenses?
