IMHO - I believe the 15th has to happen before the license. The town is OK'ing those properties to be turned over to federal jurisdiction. That's the way I read the 'draft' of the amendment (it was circulating around here somewhere). Again, IMO - 15th is a turning point because the amendment covers the new facilities (the horse doctor place) for hemp development.
