level 2 sometimes does not include time -and the advertised otcmarkets.com real time feature is very nice because tda's free level 2 is variably delayed- sometimes for a long time

MPID and NITE etc are market makers-brokers forward their orders to mm's to be executed =mm's play a lot of games
to steal from retail etc -see .e.g. 4kids9pets, 7-10-11's posts and trading tips 101 posts 40,86,117

some mm's are known for shorting like NITE, though most will variably short-and have many methods to hide true level of shorting etc
Some mm's only deal with institutional investors etc

so those who are familiar w all these things and each mm's m.o. can get a lot of info from L2
the bid and ask volume is often purposefully manipulated to hide a buyers true interest etc
and many other games-so the info is not a completely true picture-and mm's can manipulate these things via their level 3
