Definition of monofill is one type of MATERIAL, not one type of waste.
Good grief.
"monofills—a landfill, or portion of a landfill, that is dedicated to one type of material"
"A restricted waste site is a monofill permitted to accept one type or similar types of waste(s)."
"restricted waste sites may only receive wastes which are similar in origin or chemical character and, additionally, are not subject to organic decomposition."
"Monofills often contain wastes such as rubble, C & D waste , discarded tires, and plastics"
The pulp in raggertail wouldn't qualify. It's multiple "materials" of multiple "chemical charaters" some of which are subject to "organic decomposition"
