Definition of monofill is one type of MATERIAL, not one type of waste.
Good grief.

"restricted waste sites may only receive wastes which are similar in origin or chemical character and, additionally, are not subject to organic decomposition."

The pulp in raggertail wouldn't qualify. It's multiple "materials" of multiple "chemical charaters" some of which are subject to "organic decomposition"
